Il saggio riflette sul premierato come modalità di “scelta del Capo” e di concentrazione del potere, nella sua tensione con il costituzionalismo, muovendo dalla considerazione dell’esistenza di un “premierato di fatto” e interrogandosi sul senso della stabilità. Specifica attenzione è data alla lettura del contesto – dall’orizzonte globale della verticalizzazione del potere al terreno spoliticizzato e intriso di populismo identitario – nel quale si innesterebbe un (ulteriore) rafforzamento dell’esecutivo. Quale democrazia è veicolata attraverso il premierato? E se invece rafforzassimo il Parlamento?

Premierate... as long as he is Leader: the Allure of the Verticalisation of Power and the Risks of its Grafting into a Depoliticised Democracy
The essay reflects on the premierate as a mode of "choice of the Head" and concentration of power, in its tension with constitutionalism, starting from the consideration of the existence of a "de facto premierate" and questioning the meaning of stability. Specific attention is given to the reading of the context - from the global horizon of the verticalisation of power to the depoliticised terrain steeped in identity populism - in which a (further) strengthening of the executive would be grafted. What democracy is conveyed through the premierate? What if we strengthen parliament instead?
