Il lavoro si sofferma sull’opera giovanile di Vezio Crisafulli, nella quale individua significative anticipazioni dell’opera della maturità. Tali anticipazioni riguardano sia la teoria delle fonti sia la teoria delle norme. Sul primo versante si segnala la prima apparizione del criterio della competenza, che, in epoca statutaria, poteva ricevere applicazione nei rapporti tra le norme corporative e le norme regolamentari. Quanto al secondo, meritano una menzione le riflessioni dedicate al titolo esterno ed al titolo interno delle leggi, in cui possono cogliersi anticipazioni della successiva teorizzazione in merito alla distinzione tra le “disposizioni” e le “norme”.
The work of the young Vezio Crisafulli (one of the most important constitutionalists of the 20th century) shows significant anticipations of the work of his maturity. These anticipations concern both the theory of the legal sources and the theory of the legal rules. With reference to the first topic it should be noted in Crisafulli’s early works the first appearance of criterion of the “competence” as instrument to solve conflicts among legal rules: a criterion, which, when the Costitution was a flexible one, could be applied in the relationships between the corporative rules (legal sources of the fascist time) and the regulations of the Government. With reference to the second topic is worth a mention Crisafulli’s reflection dedicated to the titles of the Acts of Parliament, in which can be found anticipations of the subsequent theorizing contained in the essay "disposizione e norma".
