Lo studio è dedicato alle Regioni ad autonomia speciale (ed alle due Province autonome), che costituiscono una peculiarità del sistema istituzionale italiano. Esso, dopo essersi soffermato sulle origini e sulle ragioni giustificative di tali enti, ne illustra le vicende, nelle diverse stagioni che il regionalismo ha vissuto nel nostro Paese. Nella parte finale considera il possibile impatto, sulle Regioni predette, della riforma costituzionale attualmente in discussione.
The study is devoted to the s.c. special Regions (i.e. Regions enjoying “special forms and conditions of autonomy pursuant to the special Charters adopted by constitutional law”), which are a peculiarity of the italian institutional system. The author, after having focused the origins and justifications of such institutions, illustrates their evolution in the different seasons that regionalism has lived in Italy. In the final section the author considers the possible impact, on the special Regions, of the constitutional reform currently under discussion.
