L’intervento passa in rassegna alcuni punti critici del progetto di riforma costituzionale e della nuova legge elettorale attualmente all’esame del Parlamento. L’A., dopo aver messo in evidenza i mutui condizionamenti che intercorrono tra le due riforme, critica la riforma del Senato perché non in grado di definirne efficacemente le nuove competenze e perché non delinea compiutamente se questa Camera sarà rappresentativa dei territori o delle eterogenee forze politiche presenti nei consigli regionali.
Viene criticato anche il nuovo sistema elettorale che consentirà alle forze politiche minoritarie di cooptare tutti i propri eletti, così perpetuando i punti critici delle precedenti leggi elettorali.
Infine, nell’auspicare che vi sia ancora spazio per migliorare i testi normativi in discussione, l’A. evidenzia la necessità di riformare il sistema dei partiti politici ai quali va riportata la maggiore responsabilità per la crisi politica e istituzionale che il Paese vive da tempo.
The work reviews some critical points of the bills of constitutional reform and new electoral law concerning the Chamber of Deputies, which are currently being debated in Italian Parliament.
The Author, after having first put in evidence the mutual influences intervening between the two reforms, draws his attention to the critical aspects of the Senate reform, which doesn't seem to be able to effectively define the new attributions of the Senate itself, and doesn't give any answer to the following question: will the new Senate represent the State territories or rather the heterogeneous political forces, now existing in the Regional Councils?
The author also notes that the new electoral system will allow the minority political forces to co-opt all of their elected representatives, thus perpetuating the dysfunctions of the previous electoral law.
Finally, the Author hopes that there is still room to improve the text of the bills in discussion, and highlights the need to reform the system of political parties, to whom the major responsibility of the political and institutional crisis that Italy is undergoing must be attributed.
