La crisi sanitaria ed economica causata dal COVID19 ha richiamato i problemi sottesi alla difficoltà, sul piano europeo, di individuare un chiaro indirizzo di politica economica. Attraverso lo studio di una categoria “classica” del diritto costituzionale, il lavoro indaga sulla possibilità di riconoscere, seppur a fatica, un indirizzo europeo dei processi economici. La difficoltà, già emersa nel dibattito dottrinale, attiene sempre ad un problema del complesso inquadramento della “forma di stato” e “forma di governo europea”. Bisogna, così, chiedersi se siano maturi i tempi per una riforma della governance europea, anche (eventualmente) in ottica federale.
The health and economic crisis caused by the COVID19 has highlighted the problems of the difficulty, at European level, of identifying a clear economic policy direction. Through the study of a "classic" category of constitutional law, the paper investigates the possibility of recognizing, despite the difficulty, a European direction of economic processes. The difficulty, already emerged in the doctrinal debate, always concerns a problem of the complex framework of the European "form of state" and "form of government". Thus, it is necessary to ask whether the time is ripe for a reform of European governance, also (possibly) from a federal perspective.
