Il documento si concentra sui problemi ancora esistenti nell'attuale configurazione delle autonomie speciali regionali, sia in termini di funzioni che le riguardano a vario titolo, sia dei meccanismi di finanziamento spesso privilegiati di cui godono. Viene data attenzione anche alle procedure negoziali o pattizie che caratterizzano i rapporti tra le regioni speciali o le province autonome e lo Stato, ponendo l'accento sull’ulteriore problema legato alla riforma costituzionale attualmente in discussione, che per il momento appare orientata ad escludere tali regioni dalla riduzione di poteri e dai vincoli previsti per le regioni ordinarie.
 
The paper is focused on the key problems still  existing in the present setup of special regional autonomies, both in terms of the functions pertaining to them  in various ways and of the often privileged financing mechanisms  they enjoy.  Attention is also  given to the negotiating or pactional procedures that characterize the relationships between special regions  or autonomous provinces and the State, with emphasis on the further problem linked with the constitutional reform presently under discussion , which for the time being is keeping such regions unaffected  by  the power reduction  and constraints foreseen for the ordinary regions.
