Nel marzo del 1848 lo Statuto Albertino non contemplò alcun riferimento alla legge elettorale oppure al censo richiesto per godere del diritto di voto. Pochi giorni dopo la proclamazione dello Statuto, dunque, fu promulgato l’Editto Balbo, che disciplinò la materia elettorale dapprima nel Regno di Sardegna e in seguito, con minime e ininfluenti modifiche, nel Regno d’Italia. Dal 1848 sino alla riforma 1882 fu adottato pertanto un sistema elettorale basato sul censo. Le istanze per ampliare il corpo elettorale portarono infine alla riforma elettorale del 1882 con un aumento del numero di elettori da circa seicentomila ad oltre due milioni.

Right to vote from census suffrage to extended suffrage during the era of the Albertine Statute
In March 1848, the Albertine Statute did not mention the electoral law or the wealth required to obtain the right to vote. Therefore, a few days after the proclamation of the Statute, the Balbo Edict was promulgated, regulating electoral matters first in the Kingdom of Sardinia and then, with minimal and insignificant changes, in the Kingdom of Italy. From 1848 until the reform of 1882, an electoral system based on wealth was adopted. Demands for an expansion of the electorate eventually led to the electoral reform of 1882, which increased the number of voters from about 600,000 to over two million.
