Lo studio prende in esame la gestione della pandemia di Covid-19 sotto il profilo della distribuzione dei poteri tra Stato ed enti territoriali, anche alla luce della recente giurisprudenza costituzionale ed amministrativa in materia. A seguire, esso evidenzia punti di forza e possibili criticità del coinvolgimento delle Regioni nel contrasto alle emergenze sanitarie. Nella parte conclusiva, si svolgono alcune considerazioni sul ruolo che potrebbe essere svolto, al riguardo, dalla Commissione bicamerale per le questioni regionali, e sull’opportunità di ripensare il modello di consulenza tecnico-scientifica recentemente sperimentato a livello governativo.

Political decentralization and Pandemic: ideas for an “emergency regionalism”
The essay analyses the management of the Covid-19 pandemic from the point of view of the distribution of powers between the State and local Authorities, also in the light of recent constitutional and administrative case-law. Next, it highlights strengths and possible critical issues of involving Regions in the fight against health emergencies. Lastly, there are some considerations on the role that the Bicameral Commission for Regional Affairs could play at this regard, as well as some observations on possible changes in the scientific and technical advice model recently experienced by Governments.
