On the Autonomy and Independence of the Authorities
The essay argues that in both Europe and the US, the independence of regulatory authorities does not mean insulation (according to Carl Schmitt's undemocratic view), but the ability to mediate between the guidelines coming from constitutional bodies and the needs expressed by firms and citizens.
