The Italian Parliament has recently approved a bill for the revision of the Constitution, concerning the reform of many points of its Part II (Organisation of the Republic), which is supposed to be next October the object of a referendum. One of the main reforms is the transformation of the Senate in a body primarily representing the Regions, which would be the logical consequence of the quasi-federal structure of the Republic. Another important point is a set of generally justifiable restrictions of the powers of the Regions themselves. Moreover, this bill has some other merits, as well as some important defects; in this brief essay, both of them are presented.
